Minister Basuki Reviews Cibeet Dam Construction for Flood Control in Citarum River Downstream

Bogor, Jawa Barat, ABIM (18/9/2023) – Basuki Hadimuljono, Minister of Public Works and Public Housing (PUPR), and Mulyadi, Member of Commission V DPR RI, inspected the Cibeet Dam construction in Bogor Regency, West Java Province, on Sunday (9/17).

According to Minister Basuki, the construction of the Cibeet Dam, which began in September 2023, will primarily operate as flood control in the downstream Citarum River at the same time as the Cijurey Dam, which also began construction in September 2023. This will occur concurrently with the construction of the Cijurey Dam.

“These two dams are for flood control in the Citarum River’s downstream areas of Muara Gembong, Karawang, and Bekasi. It is hoped that the community will support this flood-control construction, which will be followed by the construction of a number of embankments in the downstream Citarum area,” Minister Basuki stated.

The construction of the two dams, according to Minister Basuki, is currently in the land acquisition phase, and it is expected that construction can start immediately in 2024. “It is hoped that the construction of these two dams will be completed in accordance with the contract deadline of 2028, or, if feasible, in 2027. Minister Basuki stated.

Bastari, the head of the Citarum River Basin Center (BBWS), stated that the construction of the Cibeet Dam was partially motivated by the large flood incident that occurred in Citarum Hilir in 2021, which caused embankments to erode, overflow, and collapse in 5 locations, the largest of which was in Pebayuran Village, Bekasi Regency.

“Cibeet Dam was constructed to reduce flooding downstream of Citarum by 66% and is used to irrigate 1000 Ha of new irrigation and 1037 Ha m of existing rice fields, in addition to supplementing 5000 Ha of irrigation land in the Tarum Canal and producing raw water of 3.77 m3/sec and hydroelectric power of 0.25 MW,” Bastari explained.

The construction of the Cibeet Dam is divided into three work packages, the first of which is being completed by Nindya-Adhi-Bahagis, KSO under a contract worth IDR 1.92 trillion. The second package was executed by PP-Marfri-DMT, KSO valued at IDR 1.81 trillion, while the third package was executed by Waskita-BK-BBP-KPR, KSO valued at IDR 1.47 trillion.

Meanwhile, the Cijurey Dam is projected to reduce flooding downstream of Citarum by 59.33%, irrigate an area of 561 ha, produce 0.71 m3/s of raw water, and generate 2×0.5 MW of hydroelectric electricity. Additionally, the construction is divided into three work bundles with a total contract value of 3.36 trillion IDR.

Member of Commission V DPR RI Mulyadi is hoping that the construction of these two dams will have a significant impact on society in addition to their function of mitigating natural flood catastrophes. Mulyadi stated, “We hope that the construction of these two dams will provide a solution to the need for clean water in the Cariu and Tanjungsari districts of Bogor Regency, as well as become a tourist attraction or destination.”

Bey Machmudin, acting governor of West Java, stated that the construction of two structures on Bumi Tegae Beriman demonstrates the state’s presence in managing flood-related natural disasters. The state’s immediate construction of the Cibeet Dam and Cijuray Dam is one of the measures taken to control natural flood disasters, he explained.

Director General (Dirjen) of Water Resources Bob Arthur Lombogia, Director General of Highways Hedy Rahadian, Director of Dams and Lakes, Directorate General of Natural Resources Adenan Rasyid, and Head of the River Basin Center (BBWS) Citarum Bastari were also present with Minister Basuki.(ABIM)
