Jakarta, ABIM (21/11/2023) – Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono, accompanied by Middle and Primary High Leaders within the Ministry of PUPR, conveyed the realization of the 2023 FY budget achievements and the planned 2024 FY work program at the Joint Working Meeting with Commission V of the DPR RI in Jakarta, Monday (11/ 20).
Minister Basuki stated that the PUPR Ministry’s budget realization for FY 2023 had reached IDR 94.50 T, or 57.5% of the budget ceiling, with a physical achievement of 60% as of October 31, 2023. This value exceeds the budgeted amount for the same month in FY 2022 by 52.3%.
“The initial ceiling for the PUPR Ministry for FY 2023 was IDR 125.22T, then it was increased to IDR 164.39T.”Minister Basuki further stated that the financial realization reached IDR 109.33 T (63.9%) by November 17, 2023, while the tangible progress amounted to 67.8%.
In addition, between 2020 and 2024, the PUPR Ministry will provide infrastructure support at IKN in the amount of IDR 60.99 T equivalent to 85 works. With a 22.2% increase in physical progress as of November 1, 2023. Meanwhile, IDR 25.32 T has been allocated to IKN fundamental infrastructure support in the FY 2023 budget.
“For Batch 1 (2020 – March 2023) the budget is IDR 24.53T for 40 work packages with progress of 53.3%.”Meanwhile, the budget for Batch 2 (after March 2023) is IDR 36.46T for 45 work packages with a 1.3% progress,” Minister Basuki explained.
In addition to implementing IKN development, the 2023 FY 2023 Labor Intensive Program is also being implemented amounting to IDR 15.18 T for 723 thousand workers, with a budget absorption progress of IDR 11.85 T (78%) and a workforce of 539,720 people (74.6%). Furthermore, physical progress to date amounts to 41.5% towards the fulfillment of Presidential Instruction No. 3 of 2023 regarding the Acceleration of Increasing Regional Road Connectivity (IJD), which has been executed since July 2023 and is funded at a rate of IDR 14.65 T.
Minister Basuki further stated that, per the instructions of President Jokowi, the main goal of the program in 2024 will be the completion of all construction projects, with the exception of a number of MYC infrastructure development packages that will commence operations in December 2023. In addition to the OPOR Program (_Operasi, Pemeliharaan, Optimalisasi dan Rehabilitasi_) being put into effect.
For fiscal year 2024, the PUPR Ministry has established a budget allocation ceiling of IDR 147.37 T. The labor-intensive program is scheduled to receive IDR 7.11 T in FY 2024, in addition to the IDR 35.45 T allocated for the IKN fundamental infrastructure support plan in the same fiscal year. The budget allocation for IJD is IDR 15 T.
Chairman of the Commission V DPR RI Lasarus appreciated the PUPR Ministry for surpassing the previous year’s budget realization. Nevertheless, he also advocated for the timely and accurate completion of tasks. “The PUPR Ministry must also improve its budget performance so that its execution is in accordance with the established goals,” Lasarus continued. “Also, it is necessary to implement the recommendations made during community forums or work visits.”(ABIM)
